About LA Bond Associates

LA Bond Associates is a sole proprietorship consulting firm in Floodplain Management, Flood Hydrology, Flood Warning, Hazard Mitigation, Community Rating System and related fields.

LA Bond Associates was founded in 1986 by Leslie A. Bond. At that time, Mr. Bond had a B.S. in Hydrology from the University of Arizona and a Masters in Public Administration from Arizona State University.

In 1974, he was the first hydrologist hired by the Maricopa County Flood Control District. He drafted their first modern floodplain management ordinance, their first subdivision drainage standards and their first stormwater management ordinance.

In 1980, Mr. Bond was hired as the first flood warning hydrologist by the Arizona Department of Water Resources (ADWR). He developed the concept for the state-wide flood warning system that is currently in operation. He later served as State Coordinator for the National Flood Insurance Program. In that capacity, he initiated the formation of the Arizona Floodplain Managers Association.

During his employment with ADWR, Mr. Bond consulted on several projects, including a flood warning system in the State of Sonora, Mexico, floodplain delineations in Arizona  and an evaluation of community floodplain management programs in Tennessee.

Since 1986, LA Bond Associates has worked on a variety of projects. Mr. Bond has worked alone and with numerous associates over the years. He has worked under contract with the U.S. Army Corps of Engineers, the Federal Emergency Management Agency, the Tennessee Valley Authority, the Federal Interagency Task Force on Floodplain Management,  the State of California, the State of Illinois, the Organization of American States, the Pan American Development Fund, the World Bank and numerous other agencies.

He has worked on the Community Rating System, part of the National Flood Insurance Program, since 1988. In this capacity, he has reviewed hundreds of community floodplain management programs, hundreds of community stormwater management programs  and hundreds of community flood warning programs.

He serves as Executive Director for the New Mexico Floodplain Managers Association.
